Whatever the reason, the unprecedented legal action is a modest advance for the ruleof law and a public affirmation of the rulers' responsibility to their subjects.
Where no adequate reason exists for arule or standard and that rule hinders us from doing business on both sides of the border, then that rule needs to be reexamined.
It is a useful ruleof politics that electorates vote according to their pockets and kick out governments only when they have been given good reason to do so.
