Those loans had originally been advanced to Kennedy Group companies by Bank of Ireland, AIB and Anglo Irish.
The Irish government nationalised AIB's rival Anglo Irish Bank in January this year after concerns it could collapse.
According to the Accountant in Bankruptcy (AiB) report there were 4, 063 personal insolvencies in the second quarter of the financial year.
The ceiling was constructed of asbestos insulation board (AIB), a material commonly used in many buildings before it was banned in 1999.
So it has tied up with Allied Irish Bank (AIB), Ireland's largest.
However the AiB said the figures may not reflect the true picture.
Best recently returned to full-time training with Ulster and played for Banbridge in the AIB League at the weekend having recovered following neck surgery.
Meanwhile, the GAA has announced a special ticket price offer for the AIB Club Championship finals if they are purchased by midnight on 16 March.
However, the government opted to keep AIB as a quoted company, but the bank is set to receive a 3.5bn-euro capital injection from the state.
The AiB said that the drop between July to September was "mostly attributable to a fall in the number of awards of bankruptcy by debtor application".
Santia Consulting Ltd issued a statement on Friday saying the source of the asbestos contamination in the school "still remains in place consisting of substantially damaged asbestos insulating boards (AIBs) in the ceiling voids, damaged AIB in the room heaters and repeated damage of AIB window panels within classrooms".
