The chancellor of CaliforniaCommunityColleges, Thomas Nussbaum, described the measure as "the greatest public commitment to educational opportunity in a quarter century".
Everyone else, if they so chose, could go to one of the many CaliforniaCommunityColleges, which were open not only to high school graduates but also to qualifying non-traditional students.
This Alliance has resulted in development of partnerships with the University of California at Berkeley and Davis, the California State University System, the regional CaliforniaCommunityColleges, and Midwest universities such as University of Oklahoma.
