Former Adelaide lord mayor Steve Condous says CommonwealthGamesFederation delegates from three countries demanded that the Australian city provide scholarships for their sons.
They say the city had a chance of edging out the Malaysian capital until it offered a six-figure "donation" to the CommonwealthGamesFederation in 1992.
Scotland have called on the CommonwealthGamesFederation "to make a realistic decision as to at what point and under what conditions... the Games will be able to go ahead should the village issues not be resolved".
