It has not come close to meeting the demands of a compulsoryeducationlaw introduced in 1986 that required local governments to ensure that all children receive nine years of free education.
Following the successful implementation of an extensive national literacy campaign since the 1950s, the government of China also introduced the compulsoryeducationlaw (1986) which guaranteed all children aged 6 to 15 years the right to receive nine years of free education (i.e. from elementary to junior high school).
Significantly, the State increased funding for education and promulgated the universal basic educationlaw which guarantees every child the right to free and compulsoryeducation for nine years.
There were elected officials, taxes, street cleaners, stores selling household goods, and crucially, compulsoryeducation for children aged six to 15 - the first law of its kind in South Carolina.
