Cars registered outside of Beijing are now banned from being driven inside the Fifth Ring Road on work days during the rush hours of 7 to 9 a.m. and 5 to 8 p.m.

As of April 1, parking fees inside the Fifth Ring Road are charged per 15 minutes, rather than per 30 minutes, and parking fees in the city were raised from two yuan to 10 yuan per hour.
