Martin McGuinness took a crack at David Trimble for squandering the goodwill generatedby the Good Friday Agreement (although he didn't add that the IRA's reluctance to destroy its guns made things tough for the former first minister).
So, it seems, the scientific uncertainty generatedby not having good data from the mid-20th century is going to be repeated in the early 21st century (satellites may help on optical depth, but it would really help to know what is being emitted).
Or as an economist might put it, if there are positive externalities generatedby a business (good things for the wider economy for which the company doesn't receive direct financial payment), the chief executive is already being amply rewarded for them by a surplus element in his or her pay.
