It is hierarchical bureaucracy that has created a test-driven education system that is hugely expensive yet is not equipping our young people for the world of continuous learning that lies ahead.
This argument is often articulated with the preface that since Islam and sharia are not guided by a hierarchical jurisprudence like the Catholic Church or even like our own federal court system with a Supreme Court, any effort at outlawing it will suffer from over breadth and capture perfectly non-threatening "interpretations" of sharia.
The mode of coordination and accountability needs to shift from hierarchical bureaucracy to dynamic linking, i.e. to a way of dynamically linking the education system to self-driven learning of the students.
