Partly as a result, Congress is contemplating only modest actions such as a tax rebate, more food stamps, perhaps some infrastructure spending.

Though President Barack Obama has spent trillions of dollars, the U.S. economy is stagnant, fewer people are employed than when he became president, the percentage of people unemployed for over a year has doubled since then, the poverty rate is the worst in two decades, and more than 40 million Americans a record are on food stamps.
The government is right now paying more on each welfare account -between medicaid, medicare, Section 8, food stamps -etc, etc, than the average working guy spends on his own family!

If those who receive food stamps are likely to receive public money for healthcare, then this matters more than if the two are completely separate groups.
