At a minimum, the Ottawatreaty will require the phasing out of such mines within a fixed period of time -- whether alternatives capable of performing the mission have been discovered, or not.
We look forward to a successful conclusion of these negotiations so that we can join with the other nations involved to sign a treaty in Ottawa in December.
In light of these developments, we respectfully suggest that the treaty that will result from the "Ottawa process" will be incompatible with the U.S. military's abiding requirement to use short-duration anti-personnel landmines where appropriate and to deploy long-duration APLs in Korea.
Subsequently, you decided to dispatch an official delegation to Oslo to explore changes to a draft treaty banning anti-personnel landmines that is expected to be signed in Ottawa next December.
