Incredibly, Barack Obama evidently believes this record is one on which he will be able to persuade already skittish Blue Dog Democrats and Republicans with a greater affinity for the needs of our military to go along with him on the repeal, not of Bill Clinton's DADT executive order, but of a statutory prohibition on openly homosexual individuals serving in the U.S. military.
The issue is one of taxation: States want wine to travel through distributors rather than directly to consumers in order to collect tax revenues, and use Prohibition-era laws designed to stop rum-running for enforcement.
The new executive order proposes to replace the previous, categorical prohibition on homosexuals in the military in accordance with which a serviceman or woman discovered to be gay would be swiftly discharged with an untenable standard: Homosexuals can serve in the military unless they act in a manner consistent with their homosexuality.
