Mr Clegg wants to renew the reforming tradition of the old Liberal Party with ideas ranging from anti-sleaze measures (he was due to give a speech on money in politics on March 13th) to constitutional reform.
While opposition groups may agree that the central bank needs reforming, many are concerned that the government will try to tack on extra legislation such as measures relating to false accounting.
California voters said no to all eight measures on a special election ballot, including four that Governor Schwarzenegger said were essential to reforming state politics.
