The military needs such systems, particularly when soldiers are involved in international coalitions, joint humanitarian and peacekeeping missions that require complex resourcesharing requirements.
"There are substantive issues to deal with - whether or not Ali Abdullah Saleh or General Mohsen remain - that will require compromise on the structure of the state, on resourcesharing, and so on, " she says, primary amongst them the issue of Southerners who feel they got a raw deal from the unification of the country in 1990.
Historically, transboundary cooperation has been difficult but the hundreds of treaties signed between riparian states and the institutions created to manage and use transboundary waters in an equitable and sustainable manner around the world show that sharing a resource as precious as water can be a catalyst for cooperation rather than conflicts.
