The Center believes that such revenues could, in tum, potentially help to underwrite activities harmful to vital U.S. interests pursued by a revanchist Russia.
The Bush Administrations needs to be reminded that our fundamental strategic interest here is clear: Avoid an unnecessary war with a revanchist Russia, on terms that don't appear to reward Russian aggression.
This legislative action appears to have been prompted by growing concerns about the diversion of such funds into foreign bank accounts and undesirable military-related activities in Russia -- concerns that have only been exacerbated by the increasingly chaotic, not to say revanchist, state of the Russian political system.
