Until a few weeks ago it was a foregone conclusion that Turkey's parliament, dominated as it is by the right, would have Mr Ocalan sent to the gallows, even though Turkey has in fact observed a de facto moratorium on executions since 1984 in order to improve its chances of joining the European Union.
