Guests enjoyed the interactive aspects of the event, as they were invited to suggest ways to strengthen networks between teachers and academics in a talk led by Dr Rosalind Mist, Head of Education Policy at The Royal Society.
Education minister Lord Hill of Oareford said the bill was intended "to strengthen the autonomy of schools and colleges, to back heads and teachers as they go about their jobs, and to move away from top-down prescription".
The initiative reinforces an agreement signed earlier this year between UNESCO and GEMS Education to strengthen and promote the advancement of girls in mathematics, science and technology through the training of teachers and school leaders, initially in Lesotho and Kenya.
