Unstaffed sunbed salons would also be banned, under regulations planned by health minister Edwina Hart.
Public health minister Gillian Merron said the report showed "worrying" levels of sunbed use.
Sunbed use has been linked to an increased risk of developing skin cancer.
In fact using a sunbed for the first time before you're 35 can increase your risk of melanoma by 75%.
Ms Hart was particularly concerned about the sunbed usage amongst young people.
It is recommended that sunbed users wear protective goggles, but research shows that people may not use them even if they are provided.
Sam Kirby, from Consol Sun centre, which represents the UK's biggest coin-operated sunbed salons, said that the company told customers how to tan responsibly.
But Gary Lipman, chairman of the Sunbed Association, which represents companies that manufacture and operate tanning stations, said the study findings were out of date.
The BMA has been campaigning against sunbed use since 2003, arguing that just one session a month doubled the average individual's annual dose of UV radiation.
The Sunbed Association (TSA) supports a ban on under-16s, but argues there is no scientific evidence for a ban on young people aged 17 or 18.

The committee decided to conduct the inquiry following a number of high profile cases where children have been severely burned through the unregulated and unsupervised use of sunbed salons.

Cardiff North MP Julie Morgan has put down a Private Member's Bill in Westminster calling for under-18s to be banned from using sunbeds, and for all other sunbed use in Wales and England to be supervised.
