So if a community borrows from its own citizens to fund worthy public expenditures rather than taxes those citizens, it will not alter the aggregate finances of the community or the wealthof the community any more than taxation would have.
Ironically, the proposals barely touch the Warren Buffets and other super-rich who derive their revenue from capital gains and dividends and keep the bulk of their wealth from taxation by setting up private charities and foundations.
In tandem, governments should switch the burden oftaxation from consumption to capital by reducing value-added taxes and increasing taxes on capital and wealth.
