On Nov. 18 and 19 in Manila, deputy finance ministers and central bank officers from 14 Pacific Rim nations -- all members of APEC -- discussed the possibility of establishing for Asia some manner of economic assistance fund similar to or in conjunction with the International Monetary Fund.
