U.S. compliance policy has proved ineffective in preventing or responding to Soviet arms control violations including SALT I, SALT II, the ABM Treaty, the Limited TestBanTreaty and theThresholdTestBanTreaty.
At the summit, the United States will sign accords on enhanced verification procedures sought by the Reagan Administration for theThresholdTestBanTreaty and the Peaceful Nuclear Explosions Treaty of the 1970s as prerequisites to ratification by the U.S. Congress.
But unlike the current version of the Comprehensive TestBanTreaty, theban was confined to tests above a specific threshold that was verifiable and allowed a limited number of proof-tests of existing stockpiles to determine their reliability.
