Mr Dobson said the charges would be in the range of a "couple of quid" but said the actual fees would be decided when the authority had passed the appropriate trafficregulation orders.
The controls governing America's export of satellites are part of the International Traffic in Arms Regulation (ITAR) and they are handled in the Department of State.
The companies are cautious about regulation, however, arguing that government standards would be clunky and could make those carrying Internet traffic legally liable for failing to prevent cyberattacks.
