One Osaka project, to build a Universal Studios theme park, has been dogged by allegations that the city has been helping one of its private-sector partners, Sumitomo Metal Industries, to avoid the cost of cleaning up the contaminated land on which the park is to be built.

However, it is thought they are far enough advanced for Hong Kong to have agreed to put on hold discussions with any other theme park operators, principally Universal Studios, which has expressed an interest in opening up in the territory.
