Although Icann does its job on behalf of all net users, many of its decisions still have to be rubber-stamped by the USDepartmentofCommerce and it only exists because the government lets it.
This would mark a shift from the current set-up in which such matters are looked after by non-profit bodies which are officially under the remit of the USDepartmentofCommerce, but in effect operate at arm's length from the US government.
