修改权是指作者依法所有享有的自己或授权他人修改其创作的作品的权利。修改，通常是对已完成的作品形式进行改变的行为，既包括由于作者思想观点和情感倾向的改变而导致的对作品形式的改变，也包括在思想与情感不变的前提下对纯表现形式的改变，还包括局部的或全部的修改。
而作为具体的单一权利，计算机软件权利人（包括了公众使用者）的修改权（The Right of Modification）亦是一重要权利，修改权的变迁实际上也正印证着计算机软件对其著作权人与社会、公众利益平衡态度的转变。
