对外承包工程是施工企业在国际市场上，通过投标、议标、接受询价和委托等多种方式，按照一定条件同外国发包单位就某项工程的建设签订合同，据以组织施工的工程。对外承包工程有单独承包、联合承包和分包之分。联合承包主要是一些规模大、技术新、施工组织要求高的大型项目。多个承包商共同承包某项工程，能充分发挥各自的优势，顺利完成施工任务。分包则是大承包商从发包人手中取得了一个项目的施工建设权力后，把部分工程转包给其他的承包商完成。
