技能劳动者，指在有职业资格等级要求的技术工种岗位工作的从业人员（不包括熟练工人和勤杂人员），既包括取得职业资格证书的高级技师、技师、高级工、中级工和初级工，也包括没有取得职业资格证书但受聘为相应职位的人员。对于在有职业资格等级要求的广利岗位工作的从业人员（如营销师、物流师、电子商务师等），以及同时取得专业技术资格证书和职业资格证书的人员，也纳入统计范围。
