永久债券亦称“年金债券”，指的是没有到期日，无限期地定期支付利息的债券。永久债券一般附有息票，购买此债券的人，不能要求还本，只能按期得到利息收入。所以，有些拥有相当数量货币资金的人，自己不愿进行生产投资，往往将其买成永久债券，以定期获利应付开支。这种人就叫“剪息票者”。但现在此种人已不多见，当然，永久债券也很少了。现存唯一值得注意的永久债券，是英国财政部发行的统一公债。
