老有所养是老年人依靠社会和家庭能够得到所需的生活照顾和经济、物质保证。现阶段老有所养的基本含义主要包括两个方面：(1)老年人所需要的经济、物质生活条件基本得到保证；(2)老年人在日趋衰老或因病痛，其生活不能自理时，应得到社会或家庭的帮助和照顾。目前，发达国家的地区，一般都普及了老年社会保险制度，养老费用及对老年人的照顾主要由社会承担，因而老有所养主要是通过社会来实现。
