静脉产业是垃圾回收和再资源化利用的产业， 又被称为 “静脉经济”、 第四产业。其实质是运用循环经济理念，有机协调当今世界发展所遇到的两个共同难题— “垃圾过剩” 和资源短缺，“变废为宝”，通过垃圾的再循环和资源化利用，最终使自然资源退居后备供应源的地位，自然生态系统真正进入良性循环的状态。
根据循环经济理念，把产业部门划分成动脉产业（Arterial Industry）和静脉产业 （Venous Industry）是由日本学者最先提出的。
