  Through the investigation to the rural public infrastructure at WuShan, the author analyzes the question and the reason of the rural public infrastructure supply in GanSu Province and puts forward some reasonable suggestions to improve its supply with the actual situation of GanSu, including clarification of property rights, establishing the reasonable property rights structure; improving the government ability, dividing the responsibility of the different grades of governments on the rural public infrastructure supply; increasing the financial investment, expanding the financing channel, constructing the multilevel structures of investment; inspiring the farmer\'s role, cultivating autonomous organizations for the farmer, dealing with the relationship of government and autonomous organizations; strengthening and improving the correlative system construction.

  本人通过对甘肃省武山县农村公共基础设施的调查实证研究,分析了甘肃省农村公共基础设施供给中存在的问题及原因,并结合我省的实际情况,提出了加大甘肃省农村公共基础设施供给的一些合理建议,包括明晰产权,建立合理的产权结构;提高政府能力,划分各级政府在农村公共基础设施供给中的职责;加大财政投入,拓宽融资渠道,构建多层次投资结构;发挥农民自身作用,培育农村自治组织,处理好政府与农村自治组织的关系;加强和完善配套制度建设等五个方面。
