The State Department is the primary institution responsible for the execution ofdiplomacy, although numerous other players, including the Departmentof Defense, play critical roles.
The selection was made by the U.S. Departmentof State's Bureau of Educational and Cultural Affairs, which also tapped the museum to administer its cultural diplomacy effort known as smARTpower.
Given its total failure to promote U.S. interests through public diplomacy, and the incompatibility of the mission with the culture of the foreign service, the State Department is the last place to be in charge of such an operation.
