Acknowledging that the initial federal response to the emergency was ineffective, President Bush said he was grateful for the work of reliefworkers as well as the people around the country who have moved to give help to those displaced by the crisis.
It has cut 120, 000 Gazans from its ration-books and 3, 000 workers from its job programme, and this week announced that more emergencyrelief was in jeopardy.
