If sub-prime borrowers could be helped to make better decisions, says James Carr, head of research at the FannieMaeFoundation, sub-prime lenders would have to bring rates down, and many would get prime loans.
The study, prepared by the Brookings Institution and the FannieMaeFoundation, found that newcomers preferred the inner city because it eliminates commutes, avoids traffic jams and provides a richer, more varied social life than can be found in the suburbs.
