Mr Bush combined his visionary approach to foreign policy with a hard-edged style of governing. He embraced the Washington partisanship that he had denounced as a candidate, pushing through a wishlist of conservative measures, most notably tax cuts. But he also did something that was new in foreign policy: he turned the “war on terror” into an instrument of partisan advantage with the aim of building an enduring Republican majority.
