We define an agency relationship as a contract under which one ormorepersons (the principal(s)) engage another person (the agent) to perform some service on their behalf which involves delegating some decision making authority to the agent.
The reason for this stems back to the Public Order Act of 1986, which states that a riot is an activity during which 12 ormorepersons must be present together and use and threaten unlawful violence for a common purpose.
If two ormorepersons conspire to commit any offense named in this section, each shall be fined under this title or imprisoned not more than twenty years, or both, and shall be ineligible for employment by the United States or any department or agency thereof, for the five years next following his conviction.
