The breakthrough point chosen of the study is in accord with the facts of restaffing of the leading bodies of Party committees in the country level of Shandong Province, the project design advised plays some practical part in improving restaffing of the leading bodies of Party committees in the country level, such as reducing organizational levels of leading bodies, simplifying necessary approval procedures, defining division of labor of the Party and the government, strengthening the collective leadership, diminishing the cost of governance by the Party.
