Ambassador Rice at the U.N. yesterday laid out what she said was a worst-case scenario, and said that in fact it was the most probable scenario in the Syria crisis in which it becomes a regional sectarian crisis -- conflict, arms flowing to both sides in a kind of proxy war, and then the international community basically -- world powers start taking action outside of the U.N.
