The full two steps include a proper, formalintegration of decision-making on taxing, spending and borrowing within the eurozone - and not the complex, cumbersome mechanisms that have been agreed for spanking governments which breach a borrowing threshold that was (in any case) rarely breached in the run-up to the debacle.
The integration of the two systems has enabled learners from the non-formal sector to eventually rejoin and gain qualifications that are administered and sanctioned by the State just like as it is for learners following the formal education system.
