She owes her rebound to a startling revolution in psychologicalcounseling that has taken four decades to unfold--and which now is spreading to the farthest reaches of American medicine.
In a special study done in October, the Centers for Disease Control and Prevention determined that 45 percent of the residents in the New Orleans area were in need of some form of psychologicalcounseling.
"I'm sure he perceived that as a stressor, " Gregory Eells, director of counseling and psychological services at Cornell University, said of the criminal charges.
Several veterans and their advocates warned it would deter many from seeking counseling and medications to deal with post-traumatic stress disorder or other psychological issues.
