Mr Mitchell told the BBC's Politics Show that if the government were to meet its eight Millenniumdevelopmentgoals - including eradicating extreme hunger and reduce child mortality - it would have to "operate where poverty is greatest".
He said although the MillenniumDevelopmentGoals - on relieving poverty and disease in the world's poorest nations - concentrated on advances in primary education, that would not be enough to create the skills necessary to transform economies.
