George argues that temporaryprovisions are the only tax laws where the costs are fully accounted for because permanent tax cuts can cost much more outside the budget window than in the five- or ten-year period considered when the legislation is debated.
The bill has been brought in to replace the previous government's Terrorist Asset Freezing (Temporary Provisions) Act, a piece of emergency legislation rushed through Parliament after the UK Supreme Court ruled that ministers had failed to legislate properly to give themselves the power to freeze the assets of suspected terrorists.
They also assume that the temporary tax provisions (the so-called extenders) and the temporary Medicare physician payment adjustment (the doc fix) expire in a year as the law states.
There are already provisions for paying governors in certain circumstances, such as where temporary governing bodies are installed to turn around a failing school.
In recent months, the business community has scored a few major victories, chief among them a temporary extension of the Bush-era tax cuts and several other tax provisions, like renewal of the research and development tax credit.
And President Bush sides with those who want to expand the number of temporary workers, but it's not clear whether he'd endorse all the provisions in this bill.
