The more middle-of-the-road Washington Post wrote an editorial sharply critical of Romano Prodi's view that the events in Spain prove that force is not the answer to terrorism.
We obviously believe what I said earlier, which is that Pakistan has been an essential partner in the fight against al Qaeda and terrorism, and that that -- it is important to recognize these events within the context of that relationship -- complicated relationship, sometimes very divergent opinions.
Mr. JENKINS: Well, it's interesting that if we look at some of these recent terrorist plots where they have resulted in terrorist violence or where arrests have been made that have prevented acts of terrorism, we find that in many case, local police have as likely a chance of uncovering the events as do national intelligence agencies.
