It was underthispremise that Big Sam was hired to manage Blackburn Rovers in 2009, as Blackburn were facing the need to get more out of a declining wage and transfer spend (see graph TTV below).
They are not penalized for their exorbitant payrolls nor do they have to share a third of their local revenues with the rest of baseball under the premise of this idea.
The premiseunder which this program is being initiated is that physicians are not adequately documenting the justification for their procedures and that as many as half the procedures performed may be unnecessary.
So we are totally consumed with making this work, under the premise that now is the time to act and if we do act now we can achieve our renewable energy portfolio goals in an economically viable way.
