The Muslim Prisoners' Commission selects and vets imams before passing the candidates on to the Prison Service, who carry out their own vettingprocedure.
It calls for the setting up of a scheme for "recommended" builders, based on stringent vetting and an agreed disputes procedure to help owners find a reliable firm to do the job.
The selection procedure also casts doubt on the Beijing government's vetting: one unhelpful rumour in Hong Kong is that the alleged cronyism of its tycoons seemed so trifling by mainland standards that it did not count as a barrier.
