公定力是指行政行为一经成立,不论是否合法,即具有被推定为合法而要求所有机关、组织、个人予以尊重的一种法律效力。公定力是一种推定或假定的法律效力。行政行为在因为违法而被有关机关撒销或变更以前，被推定为合法的,要求公众予以尊重。公定力是相对的，在有重大或明显违法情况下，行政行为自作出时起即无效。
