Organ trafficking is made easier by a lack of proper regulations and hospital loopholes, according to an article by the Procuratorial Daily this April.

"We are investigating the possibility that some of these murders are the work of an international organ trafficking ring who are making these murders look like human sacrifice," said Binoga.

Clinics involved in the trade will be prohibited from doing organ transplants for at least three years, and officials will be fired and expelled from the government.
