As early as 1970, the State Seismological Bureau, had identified the Liaoning Province as an area of high earthquake risk.

A duty officer at the State Seismology Bureau said the quake occurred in a mountainous area and there were no reports of casualties or aftershocks.

The bureau estimated the quakes would not have caused great damage to the mainland since the epicenter was far out to sea.
