Approved projects must be done in strict accordance with relevant regulations, stick to limited local areas with a closed managing and operating system and without expanding in scale.

The policy can be implemented only when the rural construction land reclamation is carried out smoothly based on the respecting farmers' willingness and guaranteeing the legal rights.
