上报审批的标准草案，一般称为标准报批稿。标准报批稿是标准化课题研究成果的技术文字结晶，是严格按课题计划任务书的要求对课题进行研究，经过编写规则、技术内容、文字叙述等方面的最终审查，报请上级主管部门审批发布的正式文本。编制通过编写规则、技术内容、文字叙述等方面的最终审查，报请上级主管部门审批发布为正式文本的依据。对于报批稿的编制主要有以下要求： 1、报批稿以纸质文本为准，电子文本应保证与纸质文本一致。 2、报批稿应按照标准审定会意见进行如实修改。 3、报批稿内容与格式应符合GB/T 1.1的要求，并校对确保达到无误和技术及编辑错误。
