This paper gives a study on the manufacture of low-clinker pavement cement by solid waste residue from phosphorus production with FR-2 low alkalinity solid additives.

Adding activator will be favorable to raise slag cement strength.

The results show that the early strength and the permeability of concrete can be improved effectively, and the hydration heat can be reduced and the hot peak value at the early age can be postponed.
